The new development stage in the historical process of the great rejuvenation of the Chinese nation marks a new journey, contains new opportunities, and prompts new requirements. To promote the construction of Chinese traditional sports culture in the new development stage is to take Xi Jinping's cultural thought as the guide and focus on the basic goal of meeting people's "development needs". On the one hand, we should absorb wisdom from Chinese excellent traditional culture with the attitude of "cultivating" the root of culture by abiding by the principle of "national" subjectivity and sticking to the root of Chinese excellent traditional culture. On the other hand, we should hold our stand from the basic principles of Marxism with the general plan of "casting" the soul of thought by abiding by the "scientific" stipulation of dispelling charm. In addition, we should clarify the direction from the value request of people with the strategy of value "guidance" by abiding by the "popular" people-oriented regulations and strengthening the people's subjectivity. The Outline of the National Fitness Program, as the first programmatic document to guide the development of mass sports in China, has laid a solid institutional foundation for guaranteeing and promoting the reform and development of mass sports and improving the national physical quality. By using the methods of literature review and case study, this paper reviews the development process of the national fitness cause since the promulgation of the Outline of the National Fitness Program, summarizes and refines the brilliant achievements and valuable experience. In the new era, facing the new tasks, new situations and new requirements of national fitness, it is necessary to strengthen the top-level design and improve the supporting policy system of national fitness to promote the high-quality development of national fitness, improve the level of national fitness services, and promote the modernization of capacity for national fitness governance.

Significant achievements have been made in implementing the Strategy of National Fitness in the past decade. National Fitness now better suits and serves the national development goals, the growing fitness needs of the people are constantly being met, legal protection for National Fitness has improved, and public service system of National Fitness has been basically established, and National Fitness has promoted the coordinated development of competitive sports, sports industries, and sports culture. National Fitness Strategy provides enlightenments for the high-quality development of national fitness. To promote the further development of national fitness, we should adhere to the comprehensive leadership of the Party, take meeting the sports and fitness needs of the people as the center, stick to the overall development of mass sports and competitive sports, integrate and coordinate three national strategies, empower national fitness with technology, combine government leadership and social participation in an organic way, and deepen the reform and innovation of national fitness based on national conditions.

National fitness service innovation is an important path to build higher level of national fitness service system and plays a key role in meeting people's exercise need for better life. The research takes national fitness service innovation as the core content to analyze the scientific connotation, basic principle and value implication of national fitness service innovation, aiming to provide both theory support and practice guide for the development of national fitness service innovation. The results show that the scientific connotation of national fitness service innovation emphasizes the coordination of service subjects, the transformation of service content, the optimization of service methods, the upgrading of service means, and the improvement of the service system so as to improve service quality and service satisfaction through diversified innovation. The basic principles for promoting the innovative development of national fitness services include adhering to the unity of the CPC's leadership and people-first principle, the unity of problem-oriented operation and goal-oriented operation, the unity of top-level design and pilot exploration, the unity of overall promotion and key breakthroughs, the unity of continuation and keeping pace with the times so as to ensure the implementation of service measures. Since the 18th National Congress of the Communist Party of China, the sports sector in China, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, has proactively advanced reforms by focusing on key areas and critical issues, and achieved significant achievements. However, when measured against the expectations of the Party, the nation, and the public, the development of Chinese sports still faces numerous new contradictions and challenges. To further promote academic discussions on theoretical issues related to sports reform in China, foster scholarly debate and contribute to comprehensive reform strategies, the Academic Journal Center of Chengdu Sport University and the Center for Sports Culture and Strategic Communication jointly initiated the "Theoretical Exploration of Sports Reform in China" roundtable forum. During the roundtable forum held from November 22 to 24, 2023, experts and scholars engaged in dialogues on the theme "The History, Present, and Future of Sports Reform in China". The discussions covered both broad topics such as the conceptual reform of Chinese sports and reform priorities, and specific issues including systemic and institutional reform, the implementation of the "integration of sports and education", and reforms in higher education sports institutions.

Difficulties in the Project-based Operation of Rural Sports Events: Representations, Causes and Solutions

Using methods of literature review, field survey and expert interview, this paper focuses on the difficulties in the project-based operation of rural sports events, such as the coordination of stakeholders, supply-demand contradictions, and the challenges of implementation and sustainable development. Key solutions include transforming "diverse interests" into "shared goals" to form a united force, focusing on the "quality" rather than the "quantity" of sports events, and integrating sports with rural development instead of separating them. These solutions aim to promote the healthy, sustainable, and high-quality development of rural sports events, thereby better serving the strategies of rural revitalization, national fitness, healthy China, and leading sports nation.

Research on the Relationship between Age of Minors and School's Duty of Care in School Physical Injuries ——An Empirical Analysis Based on 241 Judicial Documents

In school sports injury cases, the age of students plays a vital role in the identification of school's duty of care. However, the current judicial practice has a misunderstanding of school's obligations of "education, management and protection", which is not conducive to safeguarding the basic rights and interests of students and their guardians, nor to improving school's enthusiasm for organizing campus sports activities. The study, based on 241 judgments, concludes that school's duty of care can be divided into three aspects: precautionary safety education, in-process supervision and post-injury treatment. In both the precautionary safety education and the post-injury treatment stages, there is basically no connection between students' age and school's duty of care, while in the in-process supervision stage, there is a negative correlation between students' age and school's duty of care. In the future judicial practice, judge's determination of school's liability should be carried out in strict accordance with civil conduct capacity, civil conduct capacity to predict danger and control capacity. For people with limited civil conduct capacity, school's duty of care should be subdivided into three age stages - 9 to 12 years old, 13 to 15 years old and 16 to 17 years old.

Sport activities are a typical field where assumed risk applied. The exact meaning of risk-assumption in physical activity is contained in its overall structure and its various components. The composition of the risk-assumption rule in sport activities includes three parts: the scope of application, the conditions for the establishment of risk-assumption behavior, and the legal effect. The assumption of risk is a statutory exemption in sports activities, which can exempt the ordinary neglectful tort liability of perpetrator. The assumption of risk is also an independent tort defense, which excludes the victim's consent, negligence, and fair responsibility. In terms of specific application, it can serve as a code of conduct, guiding the behavior of participants in physical activities and leading the spirit of physical activity. As a cause of defense in the law of evidence, which can be used by the perpetrator to actively defend. As a basis for adjudication, which can be used to dismiss the victim's claim for compensation by the authority.

Using the methods of literature review, case analysis, questionnaire survey, and logical analysis, this study analyses the necessity and feasibility of the "specialized, sophisticated, distinctive and innovative" development of small- and medium-sized sports goods enterprises in China. It is believed that the necessity lies in: breaking the development dilemma of "low-end lock-in" in the global value chain of the sports goods manufacturing industry, replenishing, fixing and strengthening the sports industrial chain, which is conducive to cultivating world-class advanced sports goods manufacturing industrial clusters, and following the overall trend of accelerating the intensive and connotative development of manufacturing industry of China during the "14th Five-Year Plan" period. The feasibility lies in: new opportunities provided by the w-shaped curve of added value of the global value chain for the "specialized, sophisticated, distinctive and innovative" development of small- and medium-sized sports goods enterprises in China, the current corporate ecology dominated by small- and medium-sized enterprises, the existence of multiple niche markets favourable to the "specialized, sophisticated, distinctive and innovative" development of small- and medium-sized sports goods enterprises, and the vigorous support from the state and local governments for the "specialized, sophisticated, distinctive and innovative" development of small- and medium-sized enterprises. At present, the dilemma faced by the "specialized, sophisticated, distinctive and innovative" development of small- and medium-sized sports goods enterprises in China include: the risk of path dependence, the existence of inappropriate diversification, and the policy failure in reflecting targeted support. Based on this, it is proposed to improve the abilities to promote the "specialized, sophisticated, distinctive and innovative" development, break the barriers of ideology recognition, strengthen the development belief in the "specialized, sophisticated, distinctive and innovative" development, rationally carry out diversified development, and achieve precise policy guidance and incentives to promote the "specialized, sophisticated, distinctive and innovative" development of small- and medium-sized sports goods enterprises in China.

The Import and Export Trade of Sporting Goods between China and the United States and the Impact on Carbon Emissions under the "Double Carbon" Goal

Studying the impact of sporting goods import and export trade on carbon emissions under the "Double Carbon" goal is of profound practical value in promoting the high-quality development of China's sports industry and helping to achieve the goal of carbon neutrality by reaching peak carbon. Taking Sino-U.S. trade as the entry point, based on Chinese customs trade data, we use trade volume and standardized Herfindahl coefficients to portray characteristics of Sino-U.S. sporting goods trade, and use ARDL-ECM model to explore how the trade has an impact on carbon emissions. The results show that: (1) From the trade pattern, Sino-U.S. trade of sporting goods has been in a huge trade surplus for a long time, and the overall trade scale characteristic of "sports equipment > sports entertainment goods > sports shoes and clothing". (2) As for the carbon emission impact of trade, the carbon emission effects of the increase in the scale of imports and exports of Sino-U.S. sporting goods are similar, both of which have the dual effect of short-term carbon emission reduction and long-term carbon emission increase. Trade product diversification is conducive to improving energy efficiency and thus promoting carbon emission reduction, but low industrial structure is the main obstacle to low carbonization of sporting goods trade. (3) From the perspective of product categories, except that there is no cointegration relationship between the export trade of sports equipment and the change of carbon emissions, the import and export trade of other products can contribute to the long-term and short-term carbon emissions reduction, but different industries lead to different effects.

The cultivation of excellent PE teachers plays an important role in promoting the construction of high-quality PE teacher workforce and the development of school PE work. But the connotation of excellent PE teacher as a fundamental issue remains unclear, which not only hinder the attempt to outline the basic profile of excellent PE teachers, but also affects the effect of excellent PE teacher cultivation. Moreover, the cultivation of excellent PE teachers has not kept pace with the requirements of relevant policies, such as the construction of teacher workforce, the cultivation of excellent teachers, and school physical education. Therefore, this paper, by means of literature review and comparative analysis, first defines the connotation of excellent PE teachers, on that basis, traces the problems in promoting the excellence of PE teachers, and finally puts forward the strategies to promote the training level of excellent PE teachers. The research shows that the concept of excellent PE teachers has rich dynamic or static connotations under different contexts and perspectives. In view of the problems faced by PE teachers, such as the stigmatization of excellent teachers, the hardships to maintain excellence under policy changes, and the lack of standards of excellence, it is proposed to create a culture of excellence in education and consolidate the foundation of social recognition; to improve the supporting system to guarantee and enhance the confidence of excellence in cultivation; to accelerate the development of standards of excellence and set up a reference for excellence in cultivation to promote the cultivation of excellent PE teachers, to raise the quality of cultivation and increase the effectiveness of the program.

The undergraduate program of physical education in private colleges and universities in China has developed rapidly along with the expansion of private higher education, and has become an important subsystem of the private higher education system in China. Based on the general system theory and the basic theory of higher education, the study adopts the methods of questionnaire survey and interview to explore the realistic dilemmas in the development of undergraduate physical education programs in private colleges and universities and the ways to alleviate the dilemmas, aiming at bring out the potential of undergraduate physical education programs in private colleges and universities, and providing theoretical references for the educational administrative departments or the running of related programs in private colleges and universities. The study concludes that the undergraduate physical education programs in private colleges and universities have gained rich experience, but at the same time, it is faced with multiple realistic dilemmas, such as the positioning of undergraduate programs needs to be clarified, the training system needs to be innovated, the curricular needs to be optimized, the faculty needs to be improved, and the teaching conditions need to be upgraded. The study puts forward the ways to alleviate the dilemmas, such as clarifying the positioning of undergraduate programs, improving the training system, optimizing the curriculum, strengthening the practical teaching, deepening the attraction and training of teachers, enhancing the professional identity, and increasing the investment in funding and expanding the high-quality bases.

A review of soccer training load research based on quantitative data

This paper provides a systematic review of the external load of soccer training as well as multiple internal load characteristics quantified by the GPS system to provide a reference for training load arrangement and monitoring for seasonal programs.The results show that the total running distance of soccer training, high-speed running load is much lower than the game load, and the difference between acceleration and deceleration and the game is smaller; the training load has an inverted U-shaped distribution within a week; the training load decreases significantly in the late season; there are positional differences in training loads, with higher running loads for wingbacks and midfielders; the difference between non-starters and starters in total training hours and running distance is not significant, but there is a problem of insufficient high-intensity load; the load is higher in the pre-season preparation period due to longer training time and more training sessions.It is suggested that coaches and researchers should strengthen the monitoring of training load, clearly grasp and understand the characteristics of load distribution and adaptation mechanisms and arrange the training load scientifically according to the competition condition, cycle characteristics and other factors to guarantee the sports performance during the competition.

Taking the history of mentality as the research perspective, combing historical data with research methods such as literature and historical research to explore the negative emotion representation and historical background of the group of primary and middle school physical education teachers during the 1920s and 1930s, and to advance the research on the group of modern physical education teachers.According to the research, the negative emotions of this group are mainly manifested as complaints about wages and social status, dissatisfaction with school sports hardware facilities and insufficient sports funds, complaints about difficulties in the implementation of physical education, confusion and helplessness in professional development, and difficulty coping with school sports. The helplessness of interpersonal relations. A variety of factors led to the emergence of negative emotions in primary and middle school physical education teachers during the Republic of China.At the material level, during the period of the Republic of China, where the agricultural economy was the mainstay, education funding was relatively scarce, resulting in low salaries for physical education teachers in primary and secondary schools and insufficient sports funds; the expansion of sports venues was subject to existing conditions. At the institutional level, the curriculum system design provides insufficient support for physical education classes and physical education teachers; the lag in the promulgation of relevant laws and regulations and the inadequate implementation make school physical education free and loose for a long time, which affects physical education teaching. On the spiritual level, traditional Chinese culture and educational ideas restrict the development of school sports, and it is difficult for physical education classes and physical education teachers to gain recognition from all parties; public opinion led by newspapers and other paper media has created a cultural atmosphere that discriminates against physical education teachers.

Standing at a new historical stage, literature, comparative analysis, GIS spatial analysis, and other research methodologies are used to evaluate the spatial distribution characteristics and population of Chinese and Korean sports intangible cultural assets.The comparative benefits of China and the republic of Korea’s sports intangible cultural heritage in the new development stage are realistically reviewed by the influence relationship between density, regional economy, and geographical environment.Intangible cultural heritage related to sports in China exhibits a high core density circle and three secondary core density circles, which are associated with aggregation distribution characteristics; in contrast, intangible cultural heritage related to sports in Korea exhibits a high core density circle and a secondary core density circle, which are associated with dispersive distribution characteristics.Overall, factors like population density, regional economy, and physical environment have a big impact on how the intangible cultural heritage of sports is distributed spatially in China and the republic of Korea.According to the study, the intangible cultural legacy of sports in China and the republic of Korea is undergoing a process of practice, investigation, return, and change in this new stage of development.In order to adapt to its new development, it is vital to address the unfavorable conditions caused by significant variables including population density, regional economy, and geographic environment.Needs for progress.

Using the methods of literature review and text analysis, this paper sorts out and summarizes the historical evolution and evolutionary characteristics of Olympic education in China, and predicts the future prospect. The study concludes that China's Olympic education has gone through five stages: emergence, difficult start-up, active exploration, comprehensive planning and continuous development. Accordingly, it has presented the following evolutionary characteristics: the educational goal has changed from the instrumental rationality of saving the nation from subjugation to the value rationality of health for all, the organizing pattern has changed from the coordinated planning of amateur education organizations to the joint governance of multiple educational agencies, the educational approach has changed from closed and conservative external dependence to open and adaptive self-development, and the educational scope has changed from the exposure of a few people to the participation of the whole people. For the future development of Olympic education in China, it is necessary to highlight the characteristics, integrate the Chinese culture genes to sublimate the local contents; actively absorb stakeholders to improve the governance capacity of Olympic education; make use of digital technology to continuously promote the digital media dissemination of Olympic education; comprehensively plan the "life-cycle" education to establish a life-long education system.

Presentation of Female Athletes' Femininity in Chinese Commercial Combat Sports

Combat sports have traditionally been regarded as a domain for the production of masculinity, thus imposing numerous restrictions on the presentation of femininity among female athletes. This study attempts to explore the presentation of femininity of female athletes who participate in Chinese commercial combat sports from the perspective of post-structural feminism, representing an attempt to promote theoretical dialogue between the fluidity of gender temperament in sports and post-structural feminist viewpoints. Utilizing the data collected from semi-structured interviews with professional female athletes, event organizers, and combat sports journalists, this study analyzes the feminine presentation in sports. Based on boundary theory and the conventional "technique-gender" framework, the study develops 4 types of "combat industry characteristics-femininity" boundary negotiations. The findings indicate that female athletes, through their athletic bodies, exhibit diverse and fluid expressions of femininity. They actively engage in boundary negotiations, challenge and impact traditional dominant discourses, thereby achieving the goal of self-empowerment.
