Abstract: Under the background of firmly advancing the high-quality development of mass sports, how to achieve the “dual enhancement of quality and efficiency” in national fitness volunteer services has become a key societal concern. Through qualitative analysis of 50 outstanding national fitness volunteer service cases in China in 2023 and the construction of a theoretical framework for improving the quality and efficiency of such services using the COM-B analysis model, this study identifies “action goals, action measures, and action guarantees” as the core categories of national fitness volunteer services. The research reveals that enhancing the quality and efficiency of national fitness volunteer service in China follows an action logic centered on motivating fitness participation, improving fitness capabilities, creating fitness opportunities, and ensuring fitness support. Specifically, motivating fitness participation serves as the action goal; under this goal, improving fitness capabilities and creating fitness environments constitute the concrete measures, with mutual reinforcement between the two; and ensuring fitness support provides the foundational guarantee for the entire volunteer service system. Based on these findings, the study proposes: advancing service refinement through emotional engagement, promoting professionalism through capacity-building, fostering integration through platform development, and enhancing collaboration through institutional safeguards. These pathways aim to further achieve high-quality development of national fitness volunteer services.
