Reinterpreting Legal Regulations on Match-manipulation from the Perspective of Professional Football: Control and Balance

Abstract: Once the result of the game is known in advance or the course of the game has been artificially fixed, all professional competitive sports will be completely destroyed. Hence, 'combating and destroying' have long been the theme of match-manipulation governance. However, the increasing necessity and urgency to strengthen match-manipulation governance is not limited to this. Match-manipulation is no longer just a chronic illness in the sports industry, but has become a law issue that intertwines with society, economy, politics, and culture. It is difficult to solve the problem solely by the traditional "combating and destroying" practice. Therefore, legal regulation of match-manipulation should take "control and balance" as its core. That is, to comprehensively, appropriately and legitimately intervene in the governance of sports corruption, so as to achieve the final goal of regulating match-manipulation and preventing it from posing a real threat to the healthy and sustainable development of sports through the framework of dynamic balance between sports autonomy and judicial intervention via legislation, law enforcement, administration and many other means of controlling the balance.
