Abstract: "World-class" and "Chinese characteristics" are the fundamental requirements for the construction of "world-class universities" and "first-class disciplines". The article concluded by reviewing the development experience of universities in P. R. China that the golden age of university reform and development will only appear in the "special era" of national reform and development. The "Double First-Class Initiative" is a major strategic decision to meet the needs of national development, especially international competition in the new era, which means that universities including sports universities have ushered in a new golden age of reform and development. In view of this, the present paper took as an example Chengdu Sport University's reform measures in recent years of seizing opportunities, promoting reforms, building platforms, and strengthening party building to revisit the theory and practice of constructing "world-class universities with Chinese characteristics", and proposed the development ideas of adopting comprehensive measures to improve the conditions for running universities, comprehensively enhancing universities' capability and level of governance, discourse right in the industry, and competency in the disciplines.
