Abstract: Through the methods of documentation, expert interview and case analysis, the paper takes the first China International Import Trade Fair as a starting point to carry out a comprehensive study on the organization and planning of the high quality development of China's sports industry in the context of further promoting the development of the "one belt and one road" initiative and free trade area (port). From the dual perspective of organizational innovation and optimization, this paper analyses and reconstructs the organizational and layout basis for the high-quality development of sports industry. In the past five years, the development speed of sports industry in China has been accelerating continuously, and the effect of open development and gradual gradient growth has initially appeared. However, there are still various problems and shortcomings in the organization development and scientific layout of sports industry. By consulting and sorting out the relevant literature and latest data on the organization and layout of high-quality development of sports industry at home and abroad, this present paper reviews and analyzes the experience and problems in organization and layout development of sports industry in China, and theoretically explores new ideas on the organizational innovation and layout optimization for high-quality development of sports industry in China and provides strategies and suggestions accordingly.
