Abstract: Depending on the methods of literature material and logic analysis, the paper takes " Starlight Plan of Community Elderly Welfare Service " as an example and analyzes its implementation background, contents as well as the present situation so as detect the advantages and disadvantages in the process of its implementation. It is believed that only by constantly promoting the scientificness of the policy, can we improve the policy’s executiveness and give full play to the plan.
