Abstract: Based on the survey of the situation of "Sports' entry into community", the paper focuses on its operation mechanism in order to provide strategic references for the concerning administrations to construct the corresponding operation mechanism and to provide theoretical evidence and basic mode for establishing and perfecting the operation mechanism as well.
