Abstract: Depending on the discretion theory in jurisprudence as the theoretical basis, the paper elaborates the connotation and principle of basketball referees’ exercise of discretion, and it further analyzes CBA referees’ discretion anomie phenomenon and its causes, suggesting some measures as follows: urgent need for pushing the referee professionalization process, promoting referees’ professionalism, referee ability and psychological quality, building the multi-dimensional supervision system to control their discretion, perfecting legislation to introduce judicial intervention so as to regulate their discretion proposal.
