Abstract
The sports normative system serves as the cornerstone for ensuring high-quality development in sports. Amid China’s transition in national governance, a collaborative governance approach based on “pluralistic norms” has been established. However, a review of current research reveals that the definition of pluralistic sports norms remains ambiguous, leading to widespread conceptual confusion. From a jurisprudential perspective, the study of the sports normative system is incompatible with legal pluralism, as it may result in fragmented internal logic and cognitive biases. Given the globalization and self-regulatory nature of sports governance, the “rule of rules” derived from constitutive relationships offers a new perspective and approach for researching the sports normative system. This framework positions sports law as the foundational structure while incorporating other pluralistic norms into a collaborative governance model, thereby establishing a stable and effective governance order. From a practical governance standpoint, the contemporary Chinese sports normative system primarily consists of sports laws, regulations, policies, industry standards, and referenced international sports rules.
