Abstract
This study employs the methods of literature review and logical analysis to systematically elucidate and summarize the concept, characteristics, and contemporary development of the sports data factor market against the backdrop of the current era. Furthermore, it delves into the practical challenges encountered in its cultivation, including inadequate privacy protection, ambiguous property rights delineation, and weakened institutional efficacy. These issues stem from conflicts of interest among multiple stakeholders, unclear ownership definitions, and imperfections in existing regulatory frameworks. To address these challenges, two key legal pathways are proposed: Dual Reinforcement of “Sound Laws” and “Good Governance” to establish robust legal safeguards, and Dual-Driven Approach of “Guidance” and “Implementation” to strengthen policy leadership. These measures aim to provide institutional guarantees and policy recommendations for the healthy development of the sports data factor market.
