Research on the Reform of Sports Social Organizations in China in the New Scenario Era

Against the backdrop of comprehensive deepening reforms, new sports scenarios serve as a crucial engine for advancing the reform of sports social organizations. Utilizing research methods such as literature review, interviews, and logical induction, this study reveals that the reform of sports social organizations is unfolding within a new context characterized by “intelligent transformation”, “environmental transformation”, “expansion transformation”, “collective transformation”, “integration transformation”, and “synergistic transformation”. In this evolving landscape, sports social organizations are assuming multiple roles, including builders of public-interest sports, advocates of civic spirit, and producers and disseminators of sports culture. However, confronted with the demands of new sports scenarios, current sports social organizations face challenges such as insufficient autonomy, lack of social recognition, inadequate digital and intelligent applications, weak cultural influence, and limited resource integration capabilities, all of which hinder their ability to effectively fulfill their roles. The study argues that, in response to new sports scenarios, reforms should: anchor value orientation as the guiding principle, enhance governance capacity as the primary objective, strengthen grassroots stability as the foundational support, implement “clarifying responsibilities, defining accountability, and enforcing accountability” as the key mechanism, Leverage digital empowerment as the strategic direction, and improve public-service capabilities as the breakthrough point. Through these measures, sports social organizations can deepen their reforms to better adapt to the requirements of emerging scenarios.
