Abstract: New local sports elites are the main force in rural sports governance. They play a significant role in empowering rural sports revitalization and accelerating the modernization of the rural sports governance system and governance capabilities. This study comprehensively employs the methods of literature review, logical reasoning, and case analysis, with the theoretical framework of “type - element - benefit”, to explain the contemporary connotation of new local sports elites' participation in governance, discuss its development patterns, and then, based on the logical paths of “cultivating and attracting village elites, attracting village elites from outside, village elites participating in governance, and long-term governance by village elites”, proposes the following practical approaches: persist in promoting both cultivation and attraction, strengthen the construction of rural sports talent teams; attach importance to the status of virtuous individuals, grasp the ethical status and enhance public recognition; focus on the leadership of the Party building, provide organizational guarantees for the “participation in governance” of new local sports elites; improve the governance mechanism, consolidate the cultural foundation for the “long-term governance” of new local sports elites.
