Fan-participatory Governance in Chinese Professional Football Clubs: Pathways and Limitations

  • 摘要: 中国足球职业化进程处于改革攻坚阶段,有效激发球迷参与俱乐部的治理过程,既是值得探究的中国职业足球俱乐部可持续发展方式,也是应对职业足球市场风险的一种选择。研究依据参与式治理理论体系,与陕西联合足球俱乐部合作对其自身实践进行研判,构建适合于中国职业足球俱乐部的球迷参与式治理分析框架,提炼出球迷参与式治理俱乐部是基于球迷认同、骨干动员和俱乐部赋权的路径形成并发展起来的。相较于过往,这一路径不仅能调动更多的社会资源参与俱乐部建设,还能激发社会资源的能动性和主体性。但是,体现为3种矛盾的应用限度会影响球迷参与式治理俱乐部的实际效果。因此,以制度化作为破解应用限度的理念指引,通过完善相关法律法规,建设政府、市场和社会协同的渠道,规范参与平台和程序,将有助于球迷参与式治理俱乐部的推广应用,为中国职业足球俱乐部的治理提供导向。

     

    Abstract: The professionalization of Chinese football is currently in a critical phase of reform. Effectively engaging fans in the governance of football clubs is not only a sustainable development approach worthy of exploration for Chinese professional football clubs but also a strategic response to market risks in professional football. Drawing on participatory governance theory, this study collaborates with Shaanxi United Football Club to analyze its practices, constructing an analytical framework for fan-participatory governance tailored to Chinese professional football clubs. The research identifies that fan-participatory club governance emerges and evolves through pathways rooted in fan identity, core fan mobilization, and club empowerment. Compared with traditional models, this approach not only mobilizes greater social resources for club development but also enhances the agency and initiative of these resources. However, three key contradictions impose limitations that may affect the practical efficacy of fan-participatory governance. Consequently, institutionalization can be adopted as a guiding principle to address these constraints. By refining relevant laws and regulations, establishing collaborative channels among government, market, and society, and standardizing participation platforms and procedures, fan-participatory governance can be more widely adopted as a viable direction for the governance of Chinese professional football clubs.
