    Discussion on the Legislation Manifestation and Main Characteristics of the Progress of CPC-Led Law-based Governance of Sports

    Leadership by Communist Party of China (CPC) is both the essential feature of socialism with Chinese characteristics and the fundamental guarantee of socialist rule of law with Chinese characteristics. Therefore, the Party-led legislation has developed into the important political principle, governing system and rule of law practice. During the process of comprehensively summarizing the achievements and experiences of the Party's century-long struggle, it is necessary to study the Party-led sports legislation as an important issue ofChinese sports development under the Party's leadership. To make clear the transformation of the Party-led law-based governance ofsportsfrom policy to legislation, the paper outlines and explains the evolution processand the overall situation in all historical stages from the revolutionary base period through the exploration period of socialist construction, the new period of reform and opening up to the new era. On this basis, the paper generalizes the main characteristics of the progress of the Party-led law-based governance of sports from three perspectives, namely, the remarkable achievementof strategic positioning of sports in promoting the Party-led sports legislation, the contribution of the Party's political decisions at different stagesto the sports legislation, and the people-firstprinciple as the fundamental purpose of the Party-led sports legislation.

    Analysis on the Possibility of Including E-sports into Olympic Games from the Choice Criteria and Procedure, Concept and Trend of Sports and Events for Olympic Programme

    By literature review, this paper reveals that programmes in modern Olympic Games have undergone five stages: instability, slow expansion, booming, strict control, and re-expansion. The Evaluation Criteria of Olympic Programmes have been much simplified since the 2004, 2012, and 2015 versions. Currently, the five first-level indicators of evaluation in use are: Olympic proposal, value added to the Olympic movement, institutional matters, popularity and business model. Meanwhile, the procedure for the inclusion of any sports or events into Olympic Programmes is decided through three steps: proposal by OCOG and Olympic Programme commission of IOC, approval by IOC Executive Board, and confirmation by IOC Session under the regulation of limit in 310 events and 3 years before Olympic Games. E-sports or events maybe be included into the 2028 Los Angeles Olympic Programme, however, it is highly uncertain whether E-sports can be included in the 2032 Brisbane Olympic programme or not.

    Network Interaction and Interest Balance in Institutionalization: Research and Judgment of E-sports Events in Hangzhou Asian Games

    The inclusion of e-sports as an official event in the Hangzhou Asian Games is an important step towards the institutionalization of e-sports, marking that Asia is once again takes a lead in the development of global e-sports. This paper investigates from a combined perspective of process analysis and actor network theory a series of events in the inclusion process of e-sports into the Asian Games, analyzes the type characteristics of e-sports events in the Asian Games, examines the interest interaction and balance in the network composed of international sports organizations, e-sports organizations, event organizers and e-sports game manufacturers. This paper also examines the functions of industrial economy, cultural politics and Olympic values in the formation and evolution of e-sports, aiming to reveal the impact of e-sports inclusion in the Asian Games on the institutionalization of e-sports and the enlightenment of innovative exploration on the inclusion of e-sports into comprehensive games.

    The Promotion Path, Theoretical Framework and Practical Interest of Foreign E-sports Research

    Academic research on e-sports in foreign countries has been carried out much earlier, almost accompanying the whole evolution process of video games, online games and e-sports. The research perspectives involve natural sciences, social sciences and various branches of humanities. This study is a comprehensive review of e-sports research in foreign countries over the past 30 years. On the macro level, the study summarizes the systematic feature of multidisciplinary approach and the longitudinal advancement of continuous research on the single proposition of e-sports with a large number of samples. On the micro level, the study firstly explores the evolutionary path of the relationship between Ludology and Sports Science in foreign countries along with the information technology development; secondly, the study highlights the significant correlation between online games/e-sports and physical and psychological diseases such as Internet Gaming Disorder; thirdly, the study combines relevant theories of political economy of communication to discern and critique the development of e-sports industry in foreign countries.It is hoped that the review of foreign e-sports research with long-term, multi-angle, wide themes and rich dimensions can provide some enlightenment for Chinese academic community.

    The Realistic Problems and Perspective Turn of Chinese E-sports Academic Research

    Using the methods of literature and comparative analysis, this paper explores the feasibility of changing the perspective of E-sports research from macro industrial analysis to micro project ontology and related groups. Firstly, this paper analyzes the existing academic achievements, points out 10 deficiencies in existing research, and draws on the evolution of classical theories in other research areas to provide reference for the shift of research perspective. Secondly, it analyzes the difficulties and opportunities faced by researchers, and puts forward the strategies to improve research literacy and suggestions on the overall research process. Finally, it generalizes the problems and solutions into 12 principles to help researchers tobreak through the existing research content and change research perspective with the times.

    Nation and Gender:the Dissemination and Reconstruction of Discourse against Women's "Vigorous Exercise" during the Republic of China

    From the early 1920s to the mid 1930s, under the influence of American naturalistic sports ideas, girls' school education in China gradually broke through the constraint of single gymnastics teaching by introducing competitive sports such as basketball and track and field. This triggered a series of discourses against women's "vigorous exercise".Using the methods of literature review, historical analysis, and logical reasoning, the paperexamined the discourses against women's "vigorous exercise", finding that the occurrence of such discourses involved the selective translation and creative localization of Western sports physiology knowledge. On the one hand, from the social perspective of national salvation, the objection to women's vigorous exercise was endowed with the eugenic significance that women must exercise moderately to become good procreators for the nation; but from the perspective of traditional cultural etiquette and customs, it entailed the gender political implication that women's body must conform totraditional ethics, and that men and women are different from each other. The discourses against women's "vigorous exercise"thus became a clue to trigger the subtle balance between nationalism and patriarchal politicsin the local context, and made them form what Stuart Hall calls the "articulation" relationship.

    Fetters, Equality and Freedom: Women's Resistance, Appeal and Transcendence in Marathon

    Based on the perspective of feminism, this paper studies the historical evolution of women's participation in marathon by using the methods of literature research, logical analysis and historical research. The research shows that women have experienced the three stages of fetter, equality and freedom in their history of participating in marathon, which respectively reflect the time characteristics of struggle, appeal and transcendence. In the fetter stage, women's marathon broke into men's territory, entered the Olympic Games and gained popularity through their struggle. In the equality stage, women pursued the value of gender equality and difference recognition through participating in marathon. In the freedom stage, women rationally treat their pursuit of equal physical rights in marathon, the construction of sports lifestyle and the interpretation of women's sports culture.

    In the post-epidemic era when school sports education is facing unprecedented responsibilities and missions, actively exploring the integration of sports health education and big data technology is an important measure to enhance the "affinity and effectiveness" of sports health education. This paper aims to discuss and explore the demands, dilemmas and solutions for the integrated development of sports health education and big data in the post-epidemic era. Starting from the necessity of using big data to discover educational principles, improve educational pertinence and enhance educational effectiveness, this paper analyzes the significance and value of promoting the integrating. Then it investigates the challenges and difficulties that the integration may encounter from the perspectives of strengthening research initiative, deepening professional and scientific operation, and improving security and norms. Based on this, it is proposed that more measures can be explored from the dimensions of defining the direction clearly, adopting efficient carriers, planning the contents systematically, strengthening the methods and designing the overall promotion mechanism.

    The Health and Training of Elite Athletes under COVID-19 Pandemic and Suggestions for Their Preparation for 2024 Olympic Games

    COVID-19 is spreading across the world, not only affecting the health and training of elite athletes, but also putting China in a passive position in preparing for the 2024 Olympic Games. This paper analyzes and summarizes the advantages and disadvantages of Chinese elite athletes in Olympic preparation and competition by using the methods of literature and logical reasoning. It is proposed that the "whole nation system", the mature medical system and the stablepandemic control provide strong support and guarantee for Chinese elite athletes' preparation and competition. However, the shortened preparation cycle, overlapping events and overseas participation pose great challenges for them. In view of these, this paper proposes the following measures to guarantee athletes' preparation: strengthen public health safety management, strengthen physical training to make up for competitive shortcomings, build psychological intervention and treatment platform, optimize the competitive training cycle, and improve the guarantee policy.

    Physical Activity of Children and Adolescents under the Regular Prevention and Control of COVID-19

    The new coronavirus pneumonia (COVID-19) are spreading throughout the world, causing great harm to human health. As a special group in public health emergencies, children and adolescents face an unprecedented health crisis and challenge as a result of lack of physical activities due to the impact of COVID-19 pandemic. Based on previous research and the latest evidence of COVID-19, this article reviews potential relationship between COVID-19 pandemic and physical activity in children and adolescents. Long-term home restrictions and lack of communication with peers may exacerbate the negative effects of children's physical and mental health, resulting in health problems including insufficient physical activity, increased sedentary behavior, decreased immunity, weight gain, myopia, and worse cardiorespiratory fitness. In view of this, it is proposed that parents should encourage reasonable physical activity in the home environment; the goal of school physical education should highlight the role of 'health' and incorporate physical activity into daily teaching activities; society needs to arrange different social sectors to create an active sports atmosphere. Regarding the situations such as school suspension and home restrictions during the regular prevention and control of the current pandemic, we recommend some measures and suggestions to reduce the impact of the pandemic on the health of children and adolescents.

    Using the theories of public management and public economics, this paper discusses the function of sports associations in Chinain the new era. It is proposed that sports associations in China are both mutual benefit organizations and sports public welfare organizations.They should not only provide club products, safeguard the interests of sports industry, but also provide pure public products and safeguard public interests.Sports associations should give full play to their functions in coordinating and cooperating with the government and enterprises to build a sports governance system of "co-construction, co-governance and sharing".

    The Construction and Empirical Research of the Evaluation Index System of Chengdu as a World Famous City for Sports Competitions

    Using the methods of literature, analytic hierarchy process, and entropy weight, and taking the internal logic of sports and urban development as a starting point, this paper constructed, based on the relevant theories and police documents, an evaluation index system of Chengdu as a world famous city for sports competition, and carried out empirical research on it. The system includes 5 first-level indicators, namely,"ideal urban conditions, perfect sports event system, high-level competitive sports, mature sports industry, and prosperous sports culture", 13 second-level indicators, and 41 third-level indicators. The empirical results show that currently Chengdu's construction of world famous city for sports competitions is at a medium level, and there is a gap with the initial goal. Based on this, this paper proposes that to meet the set goal, measures to be taken include: improve the resource allocation capacity of sports industry, enhance the brand awareness of sports events, strengthen the construction of professional sports clubs, and cultivate urban sports culture capital.

    The Ethical Risks and Solutions of Referee Decision-making Aid Technology ——A Study Based on Image Technology Phenomenology

    Using the methods of literature review, case study and depth interview, this paper studies,from the perspective of STS and image technology phenomenology, the nature of refereedecision-making aid technology, and puts froward solutions to the ethical risks based on an analysis of the causes for the increasing use of referee decision-making aid technology. It is believed that under the condition of space-timesymbiosis between humans and machines, humans still have the legal and ethical basis for making final judgments. The hasty use of machines to replace human refereeing will eliminate the physical attributes of refereeing work and competition activities, thus turning sports into a logical game of "false-true judgment". The use of referee decision-makingaid technology has brought about five types of ethical conflictsincluding: conflict between physical and technical perception, conflict between procedural fairness and result fairness, conflict between referee responsibility and enforcement ability, conflict between factual fairness and artificial fairness, and conflict between intervention requirements and technical feasibility. In order to properly deal with the risks brought about by technological intervention, the paper suggests: reinterpreting the concept of contemporary competition fairness, reconstructing the balance of competition interests, and using interveningtechnology by political means.

    The Review and Prospect of the International Built Environment and Physical Activity Research

    In order to promote the theoretical research and practical development of built environment and physical activity in China, the study aims to explore through the mapping knowledge methodthe research progress of the international built environment and physical activity research by focusing on the discipline structure, development history, research hotspots, and evolution characteristics of the discipline in the past 30 years.The results show that (1) The discipline structure system with public environment and occupational health, medicine, geography, psychology, education, sports science as the main subjects has basically taken shape.(2) The research has transformed from basic development period through high-speed development period to prosperous development period, and the research content has completed the transition from macroscopic research to microcosmic research. (3) The research hotspots include the built environmental influencing factors of physical activity, the relationship between built environment and the physical activity and health promotion of children, adolescents, and old adults. (4)The evolution characteristics reveal two main paths of research: exploration of independent variables (built environment) and dependent variables (physical activity and health promotion), indicating the discipline research is advancing towards a deeper level.

    Study on the Best Skiing Route of Standing Alpine Skiing for the Disabled

    To explore the best taxiing route of the great slalom event by analyzing the great slalom technical movements of five disabled standing alpine skiers. Methods: A Dajiang unmanned aerial vehicle (air 2S) was used to collect the glide video of athletes' large rotation technology at a fixed point in the air. Based onthe data obtained from video analysis, the speed change, turning radius and vertical distance between the turning point and the flag gate were analyzed, and the factors affecting athletes' competition performance were analyzed combined with instantaneous taxiing performance parameters. Results: the athletes with strong ability to maintain and recover speed achieved better results; if the turning radius is too small, the speed of athletes at the turning will drop sharply, which will increase the competition time; if the turning point is too close or too far from the flag gate, athletes' performance will decrease. Conclusion: (1) athletes should pay attention to the maintenance and recovery of speed during taxiing. (2) Athletes should control the turning radius to reduce the loss of turning time. (3) The moderate vertical distance between the turning point and the flag gate helps to reduce the loss of speed when turning.

    Philosophic Thinking and Applied Thinking of the Way of Replacing Training with Competition and the Way of Driving Training with Competition

    Although they are all high-intensity competitions in order to improve the comprehensive control ability of athletes, there are obvious differences between the way of replacing training with competition and the way of driving training with competition. In terms of specific content, the practice in substituting competition for practice refers to comprehensive training involving competition rules and competition psychology which is not limited to special training and the training in training with competition refers to the training with feedback nature which is mainly based on special training and divided by the level objectives of competitions. In terms of applicable objects, the competition instead of practice is suitable for high-level athletes who do not have competition experience or experience and the competition leading training is suitable for multi-level athletes. In terms of training load, the way of replacing training with competition shows high-intensity load and the way of driving training with competition shows the specific load reflecting the special characteristics of a specific event. In terms of the theory basis, the way of replacing training with competition executes the main line of the system training theory and the way of driving training with competition break through the shackles of periodic training theory and plate training theory. Finally, the author puts forward the application thinking of the way of replacing training with competition. We scientifically design the hierarchical superposition path around the objectives of the competition and optimize the multi-level promotion strategy around the integration of special capabilities. The application thinking of the way of driving training with competition are put forward. We should optimize the training model of competitive performance according to the guiding ideology of goal integration training and should design the training cycle model of change-adapt according to the idea of optimization of competitive ability.

    Reference and Relief: Characteristics and Inspirations of "Finnish Schools on the Move"

    "Finnish Schools on the Move" has made important contributions to making Finnish educationworld-renowned. It is the main action to promote the coordinated development of Finnish students' physical exercise and cultural learning, and has important enlightenment for China to implement the Integration of Sports and Education Policy and the "Double Reduction" Policy in the new era. Through the systematic examination and in-depth analysis of "Finnish Schools on the Move", this paper summarizes the three core contents of this programme: "creating sports culture", "strengthening teacher training" and "expanding sports activities". Its overall characteristics include: (1) clear target of early childhood sports intervention system; (2)overall participation in grid liaison management mechanism; (3) professional operation of physical education teacher training mode; (4) systematic design of school physical education evaluation and monitoring mechanism. Enlightenment for school sports development in China in the new era: (1) expanding school sports curriculum to cover children's physical education; (2) strengthening the construction of sports environment and implementing comprehensive sports health promotion action through multilateral coordinated action; (3) cultivating research teachers and building the intellectual engine of school physical education; (4) exploring sports value-added evaluation and building an intelligent evaluation ecosystem.

    As a country that implemented health strategyto tackle youth health crisis much earlier in the world, the United States has changed management of youth physical activity by government into co-governance by schools, communities and social organizations through gradually establishing a multi-dimensional cooperative relationship among schools, government and social organizations in the process of superposing and unifying rationalvalue and rational instruments. Referring to the U.S. experience, this paper proposes that in the new stage of constructing moderngovernance system and governance capabilities, we need further develop the government-led social co-governance model through shaping rational value, establishing rational structure, and strengthening rational instruments, so as to improve the efficiency of youth physical activitygovernance.

    Could the Construction of National Sports Industry Demonstration Base Promote Urban Economic Growth? ——Based on the Perspective of Policy Effect Evaluation

    The construction of national sports industry demonstration bases is an important part of the implementation of central location-oriented policy, and is also an innovation and growth pole of future urban economic development.From the perspective of policy effect assessment, the article takes the establishment of national sports industry demonstration base as a quasi-natural experiment, and assesses the net effect of national sports industry demonstration base on city economic growth by thedouble difference method of tendency scoring and identifies the working mechanism behind the effect. The empirical results show: Firstly, the establishment of national sports industry demonstration base did not promote urban economic growth during the research period. On the contrary, it played an inhibitory role, and the result wasstable. The establishment of demonstration base has a significant inhibitory effect on the economic growth in eastern cities during the research period, whilethe effect on the economic growth in western cities is not significant. Secondly, the effect has a lag phase of about three years, and both the positive and the marginal effect will increase over time. Thirdly, urban development level will influence the policyeffect, and the scale of government fiscal revenue has a significant inhibitory policy effect. Therefore, it is necessary to coordinate sports industry and economic development in different regions; to take the demonstration base construction as a systematic engineering to cultivate the vitality and competence of demonstration bases, and to build connectionsbetween demonstration base and consumer market through publicityto boost public sports consumption.

    Study on the Impact of Physical Education on Male Adolescents' Masculinity from the Perspective of Social Gender

    The increasing prominence of lack of masculinity among male adolescents is seriously undermining the dynamic balance of social gender. Physical education targeted at cultivating people's growth is an effective means to build masculinity and alleviate girlish tendency among male adolescents. Adopting the research methods of literature and logic analysis, this paper analyzes the impact of physical education on masculinity among male adolescents. Findings: the impact is embodied in three dimensions: competitive consciousness in physical education is the intrinsic requirement of masculinity; achievement motivation in physical education is the original motivation of masculinity; cohesion of physical strength is the extrinsic embodiment of masculinity. This paper further explores the reasons for lack of masculinity among male adolescents from the perspective of physical education, and finds that: weak physical education has a negative influence on the formation of masculinity among male adolescents; the shortage of physical exercises fails to provide adequate support for physical health among male adolescents. Suggestions: take part in physical education and develop the sense of competition to hone masculinity; cultivate male adolescents by physical education and stimulate achievement motivation to enhance masculinity; strengthen the body and shape the image to develop masculinity.

    As an important historical event affecting the human process in the second half of the 20th century, the Cold War had a profound impact on the development of international sports. As the international influence of the Olympic Games increased, both the United States and the Soviet Union regarded the Olympic Games as a stage to promote the superiority of their respective social systems. Toby C. Rider reveals in his"Cold War Games: Propaganda, the Olympics, and US Foreign Policy"(hereafter"Cold War Games") that the U.S. government and private institutions used the Olympics to launch tit-for-tat propaganda against the Soviet Union in order to fulfill their Cold War responsibilities. The book has achieved academic breakthroughs in terms of research materials, research perspectives, and research content, and has become a model for interdisciplinary research in sports and history. An in-depth analysis of this workcan provide reference for future research on topics related to the Cold War and sports.
