Abstract
In the context of Healthy China strategy, people's demand for better health education is growing. As a result, the contradiction between people's demand for better health education and the insufficient, unbalanced, inefficient and low-quality supply of health education is deepening. Based on the concept of supply side structural reform, this paper analyzes the motivations for supply side reform of health education in China, and explores the optimization paths. The study shows that: (1) the external motivations include people's growing demand for health, limited financing capacity in health sector, driving force from supply side reform wave and COVID-19 warning; (2) the internal motivations include separated governance of health education, unsound policy, the imperfect, unmatched, and unbalanced organization and implementation system, and the unsound publicity and monitoring systems; (3) the optimization paths include: establishing the joint ministerial meeting mechanism to strengthen policy supply, overcoming the shortcomings of parties involved to build an all-party supply mechanism, improving the publicity system to enhance the supply efficiency, and strengthening the monitoring system to ensure the supply quality.
