Abstract: By way of literature review and expert interview, this present paper studies the necessity and feasibility of promoting the mutually-aided development of large venues and sports social organization (sports non-profit organizations) and proposes that mutually-aided development is a new way to provide public sports services. The paper points out that: taking the opportunity of constructing basic public service system to implement mutually-aided development; raising government’s awareness to create favorable conditions for mutually-aided development; working out “awards for compensations” measures to stimulate mutually-aided development; sports venue associations giving full play to their guiding functions; sports federations at all levels giving full play to their organizing and coordinating functions; carrying out pilot experiments to accumulate experience and strategies of promoting mutually-aided development.
