Abstract: Sports bureaus and associations in Guangzhou, Shenzhen, Zhongshan, Jiangmen of Guangdong Province are used as the research objects to analyze the government’s cultivation contents and methods of sports associations from the angle of standardization. The research believes that the priority of the government’s macro-management of sports organizations is to cultivate and support sport organizations in order to promote their development. The problems and difficulties encountered by such associations can serve as the evidence on which the cultivating contents are based. Government’s cultivation of such associations should be carried out from the following five aspects: fund, venues and facilities, HR, policies and regulations, and powers and functions.
