Abstract: Using the methods of literature review and content analysis, this paper analyzed 14 campus ice and snow sports policy texts enacted at the national level since China obtained the right to host the Winter Olympic Games, and concluded that the application structure of supply-type, environment-type, and demand-type policy tools for campus ice and snow sports in China shows an unequal distribution; the frequency of the use of the demand-type policy tools for campus ice and snow sports and the types of application are significantly lower than those of supply-type and environment-type policy tools. The supply-type policy tools for campus ice and snow sports are still constrained by external environmental factors such as economic system, education concept, public service mechanism, government procurement, and sports service outsourcing. As a result, it is proposed to improve the structure of the combination of campus ice and snow sports policy tools, to innovate and promote the equalization of the application of campus ice and snow sports policy tools, and to strengthen and coordinate the construction of informationization of campus ice and snow sports policy tools.
